Xi'an Customs optimizes supervision model

Xi'an Customs has utilized smart supervision and model innovation to overcome logistics bottlenecks and improve customs clearance efficiency in recent years, becoming a strong pillar for the smooth operation of the China-Europe Railway Express.

Xi'an Customs has established a digital platform for interconnected data sharing, enabling online, collaborative processing of services with customs authorities and railway departments both domestically and internationally.

Relying on the China-Kazakhstan customs data exchange system, the efficient verification of the three key documents — manifest, waybill, and customs declaration form — has been achieved. Over 90 percent of regular cargo on China-Central Asia freight trains have completed document review before arrival, enabling the direct release upon entry.

The upgraded smart logistics monitoring system, combined with the "advance declaration and intelligent distribution" model, has shortened the cargo transshipment process from three to four days to as little as 3 hours.

For exports, railway security inspections and customs checks are completed in advance within the port operation area of Xi'an Comprehensive Bonded Zone, allowing goods to be transported directly to Xi'an International Port Station for loading onto freight trains.

For imports, Xi'an Customs has upgraded the facilities of the designated supervision site for imported grain, opening a green channel to facilitate the entry of high-quality agricultural products from Central Asia.

In 2025, 6,037 China-Europe Railway Express (Xi'an) trains were operated, a year-on-year increase of 21.1 percent. Among them, the number of trains bound for Central Asia surged by 60.6 percent to 1,291, carrying more than 120,000 TEUs, a year-on-year rise of 65.6 percent.
