SOEs urged to address issues found in high-level inspections

Government-backed businesses told to embrace 'new development philosophy'

China's key centrally administered State-owned enterprises and financial institutions have been directed to fully and accurately embrace the new development philosophy, adhere to their functional roles, and conduct comprehensive reviews and rectification of risks and hidden dangers.

The directives were issued in response to feedback from the first round of inspections conducted by the 20th Central Committee of the Communist Party of China. The inspections, which began in March, targeted 30 centrally administered SOEs, five financial agencies and the General Administration of Sport of China.

During the inspections, these entities were urged to implement strict governance within the Party, strengthen oversight of their leadership, intensify efforts in investigating and addressing cases of corruption, and earnestly rectify any misconduct.

On Sept 19, the Central Inspection Leading Group held a meeting to provide feedback and outline the common issues identified during the inspections, along with the necessary rectification requirements.

From Sept 20 to 23, 15 central inspection teams conducted "one-on-one" feedback sessions with the Party committees of the inspected departments and enterprises.

While acknowledging the important contributions made by these entities in various areas such as poverty alleviation, technological self-reliance, establishing new development patterns, promoting high-quality development, and coordinating epidemic control, the inspection teams also highlighted prominent problems.

These issues encompassed failures to fully implement CPC Central Committee decisions, inadequate risk awareness, insufficient security measures resulting in inadequate risk prevention and control mechanisms, weak adherence to strict Party governance, corruption risks among leading officials, violations of guidelines for improving Party and government conduct, and weaknesses in leadership, talent and grassroots Party organizations in some areas.

The inspected departments and enterprises have been tasked with fully implementing the decisions of the 20th CPC National Congress, fostering a correct performance evaluation perspective, and comprehensively implementing the new development philosophy. They are required to comprehensively identify and rectify risks and hidden dangers while effectively safeguarding national interests.

Stricter Party governance is emphasized, with a focus on supervising top leaders, intensifying the investigation and handling of corruption cases and misconduct. The inspection and rectification process must be rigorous and unwavering, ensuring consistent implementation of strict principles and measures.

The Party committees of the inspected entities are expected to take responsibility for the subsequent rectification efforts, systematically and comprehensively addressing the identified problems.

In an effort to promote accountability, all parties involved are encouraged to work together to tackle these issues. Supervisory and discipline inspection authorities are called upon to enhance daily oversight, concentrate on critical matters, monitor specific individuals and incidents, and conduct on-site inspections.

The central inspection teams have received information regarding certain leading officials, which has been forwarded to disciplinary and supervisory authorities, the Central Organization Department of the Communist Party of China, and relevant departments for further action.
