A once-empty office building in Jining's Rencheng district is now a thriving digital content center, solving the classic "chicken-or-egg" dilemma for third-tier cities: no industry means no talent, and no talent means no industry.
Partnering with NetEase, a digital content production center in the building combines education with hands-on work. It collaborates with over 70 universities, hosting over 600 students for real-world training in game development, content production and digital marketing. Additionally, the center's "1,000 talents, 1,000 startups" plan helps graduates launch their own businesses.
Since January this year, the center has generated over 70 million yuan ($10.35 million) in revenue. Nearby, a digital industrial building offers live-streaming bases, HR services and one-stop support for more than 1,000 small firms.

In 2025, Rencheng's digital economy revenue surpassed 8 billion yuan, with the new-generation IT sector growing over 42 percent year-on-year in Q1 2026. By balancing talent cultivation with industrial growth, the district is turning its digital ambitions into reality.
