​Xi'an maps out industrial development plans for 2026–30

Xi'an will consolidate seven traditional industries, strengthen eight emerging industries, plan for five future industries, and support the coordinated development of six producer service industries during the 15th Five-Year Plan period (2026–30), as announced at a news conference held by the Information Office of Shaanxi Provincial Government on April 23.

In terms of traditional industries, targeted policies will be rolled out for seven major sectors, including commercial vehicles, energy (oil and gas), and power transmission.

For commercial vehicles, the city will accelerate the shift toward electrification and intelligent upgrading, drive the quality improvement of complete vehicles, and boost the capacity enhancement of component enterprises across the industrial chain.

For the energy sector, utilizing the functional advantages of Xi'an's energy industrial zone, the city will undertake the industrial relocation of energy equipment manufacturing and technical service enterprises from eastern China, and advance the integration of oil-related industries as well as the low-carbon and green transition.

In the power transmission and distribution industry, efforts will be made to develop eco-friendly smart power distribution and utilization equipment to sustain the growth of industrial scale and comprehensive capacity.

The city will optimize and strengthen emerging pillar industries that have each exceeded a 100-billion-yuan ($14.63 billion) scale during the 15th Five-Year Plan period, including intelligent connected new energy vehicles, new energy (photovoltaics), and semiconductors and photonic industries.

Emerging leading industries, such as biomedicine and new materials, will be supported with solid scientific research foundations and abundant talent resources. Furthermore, efforts will be made to accelerate their growth and expansion, and form a number of industrial clusters with core technological dominance.

The city will make arrangements for five major future industries, including bio-manufacturing, hydrogen energy, and embodied intelligence. It will also advance technological research, achievement transformation, and double down on ecosystem building to seize advantages in industrial development.
