Shanxi province has unveiled an action plan to sustain the growth of major project investments. The plan aims for a provincial investment increase of over 5 percent in 2026, completing investments of at least 283 billion yuan ($41.46 billion) in key provincial projects.
Shanxi will accelerate the development of 11 key energy sector projects, including the construction of 60 new intelligent coal mines. The province aims to complete a new energy base in the coal mining subsidence area of northern Shanxi and plans to establish several large-scale wind and solar projects, each with a capacity exceeding 500,000 kilowatts.
The province will also advance the implementation of significant healthcare projects, including four national and four provincial regional medical centers, and a national major infectious disease prevention base at Shanxi Provincial People's Hospital. Upgrades to facilities for elderly care and inclusive childcare services are also planned.
Infrastructure improvements include 300 kilometers each of gas, water supply, and heating pipeline upgrades, and 400 kilometers of drainage network enhancements. Shanxi will also develop pocket parks, small green spaces, and greenways, and expand five urban sewage treatment plants.
To support these initiatives, Shanxi will allocate 300 million yuan for preliminary project development, enhancing project readiness and ensuring a stable investment foundation. A green channel for environmental impact assessments will also be established for key projects, with a comprehensive management system in place to streamline approvals.
