Yunnan introduces measures to advance campus soccer and event economy

Yunnan province has rolled out 20 measures to boost soccer development, aiming to strengthen youth training while turning the sport into a new driver of consumption and economic growth.

Recently released by the provincial government, the policy centers on campus football and the event economy, combining grassroots talent cultivation with market-oriented expansion.

Financial support will be stepped up, with funds directed toward youth training systems, campus programs, talent development, and branded competitions.

Schools are a key pillar. All primary and secondary schools are required to include soccer in physical education classes and after-school programs, while expanding training and campus competitions. Soccer-focused schools must set aside dedicated funding, build at least one field, and ensure soccer accounts for no less than one-third of PE class hours. They are also required to form school teams, train at least three times a week, and host annual campus leagues.

The measures also emphasize developing the event economy through market mechanisms. Authorities encourage attracting sponsors and social capital while expanding revenue streams in advertising, ticketing, and broadcasting rights.

At the same time, Yunnan will integrate soccer with tourism and related sectors by promoting event travel and incorporating matches into its "A Many-Splendored Life in Yunnan" campaign.

Upgrades to stadiums, transport, accommodation, and other services are also planned to improve the experience for participants and visitors, supporting broader economic and social development.
