Guangdong bans improper handling of parcels in express delivery overhaul

Guangdong province will strictly prohibit the throwing, stepping on or hazardous handling of parcels to prevent loss and damage, according to newly approved express delivery regulations.

Express Delivery Regulations in Guangdong province, passed by local legislative bodies on Thursday, are set to take effect on July 1.

To enhance efficiency of express delivery services, the regulations provide detailed specifications for the entire service process, including parcel collection, delivery and acceptance.

Guangdong has become the leader in the express delivery industry for 17 consecutive years, accounting for approximately one-fourth of the nation's express delivery volume and one-fifth of its revenue.

A real-name registration system for sending and receiving parcels will be implemented, with full traceability throughout the process being ensured, according to the regulations.

Supports will be provided for Guangdong's express delivery companies to establish express service institutions abroad, set up parcel processing facilities and build international express networks, according to the regulations.

Postal authorities are required to collaborate with relevant departments to establish a coordination mechanism for the import and export of parcels, to help facilitate the development of cross-border delivery and cross-border e-commerce, according to the regulations.
