Shanxi province has introduced 38 measures aimed at providing comprehensive lifecycle services for businesses, showcasing the province's commitment to broadening its opening-up and driving high-quality development.
The measures target the creation of a world-class business environment characterized by clear market orientation, legal compliance, and international standards. They focus on six key areas: market, legal framework, foreign investment and trade, governance, culture, and resource assurance.
One of the highlights is the emphasis on legal protection. Shanxi will establish a "white list" for fraud-related frozen accounts to ensure businesses' normal operations, and expand the "30-Minute Public Legal Service Circle" to provide targeted legal services.
To foster a fair and orderly market environment, the province will eliminate hidden barriers to market entry and encourage private enterprises to enter sectors like energy and transportation. It will also streamline exit channels for businesses.
In terms of foreign investment and trade, Shanxi plans to promote the "one-stop service window" for international trade, establish mechanisms to address overseas intellectual property disputes, and facilitate the joint processing of work permits and residence permits for foreign talent.
Shanxi will build an integrated provincial governance big data system and develop an "AI + government service" model. It will also accelerate the construction of a "one-stop" comprehensive service platform for business-related policies, making business operations more convenient and efficient.
