Hohhot selected as pilot city for 2026 cross-border trade facilitation initiative

The General Administration of Customs, in collaboration with the Office of the Central Cyberspace Affairs Commission, the Ministry of Foreign Affairs, the National Development and Reform Commission, the Ministry of Commerce, and 20 other departments and units, jointly launched a six-month 2026 cross-border trade facilitation campaign on March 16.

Hohhot has been selected as a pilot city for the initiative, becoming the only city in Inner Mongolia autonomous region to be included. The city will focus on pioneering efforts in key areas such as optimizing and upgrading goods trade, developing service trade, and advancing digital and green trade.

Compared to the previous year, the 2026 initiative has expanded its scope to include 20 additional pilot cities, including Hohhot, Changchun, and Suzhou, bringing the total to 45 cities. The initiative proposes 29 facilitation policies and measures aimed at enhancing the quality and efficiency of foreign trade, including innovations in customs supervision models for imports and exports, optimizing supervision services for new forms of foreign trade, improving cross-border logistics efficiency, strengthening smart port development, and enhancing comprehensive services for enterprises.

Since 2018, the General Administration of Customs, together with relevant departments, has organized annual cross-border trade facilitation initiatives. By 2025, a total of 144 facilitation measures had been introduced, with 110 mature measures being promoted nationwide.
