Xi'an has become the only city in Northwest China to make the list of the first batch of cities to establish national demonstration zones for new industrialization, as announced by the Ministry of Industry and Information Technology.
As a major industrial base and a renowned center for science, education, and research in China, Xi'an stood out among many candidate cities thanks to its solid industrial foundation, comprehensive industrial system, and strong momentum in scientific and technological innovation. The city focuses on key tasks such as developing industrial innovation centers, enhancing industrial chain and cluster capabilities, and piloting digital transformation programs for small and medium-sized enterprises.
The city aims to achieve 120 billion yuan ($17.39 billion) in industrial investment and 1.3 trillion yuan in total industrial output value. It will prioritize the clustered development of advanced manufacturing, expand emerging pillar industries such as intelligent connected vehicles, semiconductors, and photonics, and formulate plans to upgrade industrial chain clusters including commercial aerospace, unmanned aerial vehicles, and robotics.
To connect the digital economy with the real economy, Xi'an is accelerating the implementation of the "artificial intelligence +" initiative, building practical and efficient industrial internet platforms, and advancing the construction of the national industrial software pilot verification platform (Xi'an). It will promote full coverage of digital transformation and new-type technological transformation across key industrial chains and clusters.
Xi'an aims to achieve 520 billion yuan in technology contract turnover in 2026, with revenue from scientific research and technical services industries above the designated size increasing by more than 10 percent. The city plans to nurture 30 "Little Giant" enterprises and raise the number of high-tech enterprises above the designated size to over 3,000. These indicators will provide a steady stream of innovation momentum for new-type industrialization.
Xi'an will refine its implementation plan, strengthen organizational support, and improve relevant policies and measures to ensure all demonstration tasks are fully carried out. It will strive to deliver a series of leading achievements and showcase Xi'an's strengths in advancing new industrialization nationwide.
