During Xi'an's two sessions, deputies of Xi'an people's congress and members of the Chinese People's Political Consultative Conference (CPPCC) Xi'an Municipal Committee offered suggestions to establish Xi'an as a tech hub for inland reform and opening-up, aligning with the goals of the 15th Five-Year Plan (2026-30) period.
To establish a tech hub for reform and opening-up, it is essential to create a business environment characterized by high efficiency and quality services.
Wang Zengrang, a member of the CPPCC Xi'an Municipal Committee, has advised strengthening full-process supervision of business registration and utilizing big data and blockchain technologies to enhance the convenience of cross-regional registrations.
He has also suggested improving the quality and efficiency of handling foreign-related commercial cases, refining interdepartmental coordination mechanisms, streamlining case-handling procedures, and shortening trial and execution timelines, emphasizing the importance of implementing fair treatment for foreign investments to invigorate foreign enterprises' development potential.
As an international hub, Xi'an must achieve a new level of development to better connect with global resources.
Ren Xinglong, a member of the CPPCC Xi'an Municipal Committee and chairman of Xi'an Xinhang International Group Co, has suggested promoting the alignment of customs, documentation, and data rules with those of other hubs along the network.
Ren further suggested establishing overseas warehouses and exploring new models such as "freight trains + cross-border e-commerce" and "freight trains + supply chain finance" to attract industrial clusters. In light of the launch of Xi’an Xianyang International Airport's Terminal 5, he recommended increasing passenger flight frequencies to Central Asia and Europe, positioning Xi'an as the international supply chain's "organizational and scheduling center".
The city is also exploring diverse pathways to foster industrial prosperity and economic cooperation.
Jia Heyi, a deputy of the Xi'an people's congress and chairman of Xi'an Aiju Grain and Oil Industrial Group, advocated for deeper agricultural partnerships with Central Asia, recommending the establishment of agricultural technology demonstration parks in Central Asia to make Xi'an a core hub for the distribution and processing of Central Asian agricultural products in the Chinese market.
