Xi'an achieves comprehensive progress during 14th Five-Year Plan period

Xi'an advanced its high-quality development and transformation into a megacity during the 14th Five-Year Plan period (2021-25), achieving significant progress in all undertakings.

The city's GDP reached 1.39 trillion yuan ($202.68 billion), with an annual average growth rate of 4.9 percent, representing a 26.8 percent increase from the end of the 13th Five-Year Plan period (2016-20).

Per capita GDP rose from 81,000 yuan to 105,000 yuan, and industrial added value increased by 7.6 percent year-on-year. General public budget revenue grew from 72.41 billion yuan to 97.94 billion yuan.

The China–Europe Railway Express (Xi'an) now operates 18 international transport lines covering Eurasia and 26 domestic assembly routes under the "+Western Europe" mechanism have reached major cities across the country, with core indicators remaining first nationally.

A total of 93 international passenger and cargo air routes have been launched, and the airport's passenger and cargo throughput ranked among the top in northern Chinese cities. Xi'an has been honored as a benchmark city, an innovative city, and a demonstration city for its business environment, and rose to sixth place in the national ranking of innovative cities.

Per capita disposable income of residents increased by 11,713 yuan, with a year-on-year growth rate of 5.8 percent, and 860,000 new urban jobs were created. An additional 307,000 places were added in primary schools, secondary schools, and kindergartens. Eight new tertiary hospital campuses were put into operation, with an extra 12,000 beds. A total of 2,297 elderly care service facilities were established, and the average life expectancy rose to 81.27 years.

The length of metro lines in operation exceeded 400 kilometers, ranking among the top 10 in China. Urban power supply capacity and water supply capacity increased by 88.9 percent and 34 percent, respectively. The city added 7,089 hectares of green space, with the green coverage rate rising from 41.9 percent to 44.5 percent, and the comprehensive air quality index improved by 20.1 percent compared with 2020.

The construction of a regional science and technology innovation center was approved, and R&D investment intensity remained above 5 percent, with the number of invention patents per 10,000 people rising from 46.8 to 95.3.

The turnover of technology contracts reached 480.57 billion yuan, nearly three times that at the end of the 13th Five-Year Plan period. The number of national high-tech enterprises and small and medium-sized technology-based enterprises exceeded 16,000 and 20,000, respectively, both more than doubling.
