Wuhan East Lake High-tech Development Zone (Optics Valley of China, or OVC) has released several measures to promote the development of micro-drama industry, aiming to create a nationally influential hub.
This comprehensive policy covers the entire industry chain, from scriptwriting, project investment, and filming to enterprise growth, cultural export, fund support, and platform cultivation.
To support industry aggregation, the policy offers a one-time reward of up to 1 million yuan ($145,800) to micro-drama clusters newly recognized as national or provincial network audiovisual industry bases. Once established, these bases can receive up to 500,000 yuan annually for operational support.

For high-quality content creation, micro-dramas that earn national or provincial honors can receive up to 200,000 yuan per production. Those that prominently feature OVC elements and promote the integration of culture, tourism, sports, technology, and commerce can earn up to 500,000 yuan.
In terms of enterprise cultivation, companies can receive up to 1 million yuan annually based on their development scale. Newly introduced or established leading platform enterprises can receive one-time support of up to 1.5 million yuan.
The policy also encourages cultural exports, offering up to 300,000 yuan annually based on export volume and translation costs. It promotes free access to local scenic spots, streets, and cultural venues for film crews and establishes a micro-drama industry fund to support seed and startup projects.
OVC aims to attract outstanding scriptwriters, production companies, tech firms, and investment institutions nationwide to collectively build a nationally influential micro-drama industry hub.
