The departure of a cargo truck bearing the TIR (transports internationaux routiers) label from Ordos Comprehensive Bonded Zone on Jan 30, traveling via the Manzhouli port directly to Moscow, marked the launch of the zone's first cross-border trade shipment under the "TIR + bonded" model to Russia.
The new model combines the policy advantages of comprehensive bonded zones — such as bonded, duty-free, and tax-refund mechanisms — with the TIR international road transport system.
Goods are consolidated, declared, and inspected within the zone before departure, allowing TIR-certified vehicles to pass through multiple countries without repeated cargo inspections.
This enables a streamlined process of "single declaration, direct delivery by one vehicle, and sealed transport throughout", significantly improving efficiency and reducing procedural complexity. An integrated entry and exit declaration mechanism further enables one-stop processing for cargo release, transport, and export.
This pilot shipment reflects Ordos Comprehensive Bonded Zone's ongoing efforts to upgrade foreign trade services and explore new international logistics routes for Northwest China's inland regions.
