OVC unveils special policy to propel tech-culture industry

The Wuhan East Lake High-tech Development Zone (Optics Valley of China, or OVC) has announced 12 measures aimed at establishing a comprehensive support system encompassing content creation, platform support, scenario expansion, and ecosystem security to promote the development of the tech-culture industry.
In recent years, the tech-culture sector has emerged as a significant economic driver for OVC, which is now home to 350 cultural enterprises above a designated size with a combined revenue exceeding 130 billion yuan ($18.7 billion), accounting for approximately 40 percent of Wuhan’s total. The measures target industry bottlenecks and seek to further stimulate growth.
Prioritizing content creation, the measures introduce a multi-tiered incentive mechanism to encourage high-quality creations. Significant rewards are on offer, with up to 3 million yuan for international award-winning works (including nominations) and up to 500,000 yuan for domestic award-winning pieces. An annual support cap of 6 million yuan per institution focuses on areas such as animation, gaming, film, and online literature, making it one of the most generous policies of its kind.
The measures aim to help cultural enterprises overcome the challenges of integrating technology and seeking platforms. They focus on supporting the establishment of AI+ culture collaborative innovation platforms and AIGC application test labs, offering subsidies of up to 10 million yuan, covering 30 percent of investments.
The measures also establish a dual support system for "domestic scenario extension and international market expansion". Domestically, they help high-quality creations expand into sectors such as derivatives, smart museums, and immersive cultural blocks. Internationally, they encourage cultural exports, offering up to 1 million yuan to companies that experience growth in overseas revenue, along with support for international exhibitions and copyright transactions, helping OVC's cultural products reach global markets.
