Jinan steers toward high-quality development with green roadmap

For 2026, Jinan will fortify its ecological foundation by focusing on pollution control, ecosystem restoration, and promoting green, low-carbon development.

The city aims to advance ecological conservation through an integrated framework, safeguard the continuous flow of its iconic spring clusters, enhance biodiversity conservation, and undertake large-scale ecological restoration in key areas, such as the Baiyun Lake Wetland.

To improve urban livability, Jinan intends to create 40 new parks, open 100 additional shared green spaces, develop 70 kilometers of greenways, and complete 8,500 mu (about 567 hectares) of afforestation.

Pollution prevention and control will remain a priority, with plans to strengthen air pollutant control, implement targeted measures to maintain stable water quality in key river sections, and enhance soil protection through source control and risk management of contaminated land.

The city will also speed up its green transition by reducing coal consumption, promoting cleaner energy alternatives, and optimizing the structure and spatial layout of coal-fired power capacity, while expanding the use of green electricity.

Jinan will emphasize low- and zero-carbon transformations, optimizing its transportation structure through multimodal systems and adding more than 25 new green factories. Additionally, the city will improve domestic waste management, increase the recycling rate of construction waste, and encourage a low-carbon lifestyle among residents.
