Xi'an promotes green development in 2021-25

Since the start of the 14th Five-Year Plan (2021-25), Xi'an has advanced green development through scientific and technological innovation and systematic governance.

To date, 99.4 percent of the Qinling Mountains maintain excellent ecological conditions, 36.9 percent of sewage is reused, and 106 green factories create a harmonious coexistence between humans and nature.

As ecological protection and restoration efforts in Qinling Mountains continue to improve, the number of snub-nosed monkeys, giant pandas, and antelopes continues to increase. Among them, the number of snub-nosed monkeys in Qinling Mountains has grown from just over 1,200 to nearly 2,000.

In November 2025, the Qinling snub-nosed monkey habitat was designated a UNESCO World Biosphere Reserve, a high recognition and affirmation for Xi'an's ecological protection efforts.

A green revolution of Xi'an's automobile manufacturing industry is underway.

On the roof of Xi'an Geely Automobile Co, a vast 520,000-square-meter photovoltaic system has been installed, generating 53.76 million kilowatt hours and saving 21,504 metric tons of standard coal — equivalent to reducing 53,599 tons of carbon dioxide emissions.

The photovoltaic panels on the walls of Longji Green Energy Technology Co's headquarters represent a green innovation powered by solar energy. "These photovoltaic panels are like 'micro power plants', meet the company's own electricity needs, but also deliver clean power to the city," said Li Fangsheng, a representative of Longji Green Energy.

Xi'an was listed as the national pilot city for reclaimed water utilization and allocation in 2022. By 2024, the utilization rate of reclaimed water resources reached 36.9 percent, with an annual usage of 170 million cubic meters — equivalent to saving 20 percent of the city's residential water consumption.

Xi'an will continue to focus on source control for the low-carbon transformation of energy and green industrial upgrading, make every effort to reduce major pollutant emissions and carbon emission intensity, and accelerate improvements in the city's ecological environment quality.
