Plenary session sets vision for 15th Five-Year Plan period

Jilin province in Northeast China outlined an ambitious vision for its next stage of development as provincial leaders met in Changchun for the Eighth Plenary Session of the 12th Jilin Provincial Committee of the Communist Party of China on Nov 27.

The meeting adopted recommendations for drafting the province's 15th Five-Year Plan (2026-30), setting out guiding principles, key objectives, and priority tasks for the coming years.

The plan aims to establish a modern development landscape by 2035 – one defined by a strong business environment, enhanced innovation capacity, improved ecological quality, and rising momentum across the real economy. Central goals remain better living standards and ongoing progress toward national modernization.

The plenary highlighted the urgent need to improve development quality and efficiency. Jilin aims to accelerate breakthroughs in original and disruptive technologies, strengthen the foundations of its real economy, and advance a new wave of industrialization driven by dynamic, green, and high-value sectors.

Tourism will be elevated through curated destinations and upgraded services, fostering a slow-travel, deep-experience model. The province will also speed up the development of the modern Changchun metropolitan area, bringing practical improvements to commuting and daily life. Preparations for the 2027 Winter Universiade will focus on creating a streamlined, safe, and exciting event that showcases both Jilin's character and China's modern image.
