Xiamen FTZ sees notable achievements in institutional innovation, high-level opening up

During the 14th Five-Year Plan period (2021-25), the Xiamen Free Trade Zone served as a comprehensive platform for reform and opening-up, playing a leading and exemplary role.

The Xiamen FTZ has launched 203 innovative measures, 53 of which were the first of their kind nationwide.

It has launched the nation's first single-window system for maritime transport and advanced the inclusion of safety requirements for chemical-grade barite powder in international standards. 

The China-Europe (Xiamen) Railway Express now connects 34 cities across 13 countries, while economic and trade cooperation relationships have been established with Brazil's Piaui state and Russia's Bolshoye Serpukhovskoye Special Economic Zone. The Haicang Port Area and Xiangyu Comprehensive Bonded Zone achieved historic highs, ranking 8th and 14th respectively in the 2024 national performance evaluation of comprehensive bonded zones.

The Xiamen FTZ is advancing the development of 22 key platforms, including aviation maintenance, aircraft financial leasing, and the FTZ International Fund Harbor. By the end of the 14th Five-Year Plan period, the zone's annual imports and exports are expected to remain above 300 billion yuan ($42.1 billion), contributing over 30 percent of the city's total foreign trade and actual utilized foreign investment each year.

The Maritime Silk Road Central Legal District FTZ Pilot Zone has gathered 92 domestic and international legal and para-legal institutions, released the nation's first interim arbitration guidelines for pilot free trade zones and the "Maritime Silk Road Special Arbitration Rules", and established all-round, one-stop service centers supporting enterprise global expansion targeting markets such as Brazil, Arab states, and Vietnam.
