Two districts in Jinan, capital of Shandong province — Lixia and Licheng — have been listed among the top 100 districts in China for 2025, according to a recent report by CCID Consulting, a market research company.
The ranking evaluates overall competitiveness across multiple dimensions, including economic strength, growth momentum, local support system, and regional capacity.
Lixia district earned its place on the list due to its robust economy, well-established industries, and efficient services that prioritize enterprise development.
As Jinan's central urban area, Lixia accounts for nearly 20 percent of the city's GDP. In 2024, Lixia's GDP reached 257.78 billion yuan ($35.80 billion), up 5.6 percent year-on-year — the highest among all districts and counties in Jinan.
The district hosts over 60 corporate headquarters enterprises above the municipal level, accounting for more than one-quarter of the city's total, and has been recognized as an advanced district for headquarters economy in Shandong.
In addition, it has streamlined procedures for business-related approvals, significantly reducing processing times.
Licheng district's success is attributed to its strategic industrial layout and tailored support for businesses.
In recent years, the district has developed distinctive industrial clusters in areas such as the digital economy, biomedicine, and trade logistics, which have fueled high-quality economic growth. In line with Jinan's goal to become an industrial powerhouse, Licheng has carried out tailored enterprise support programs and facilitated overseas market access for local businesses.
These achievements underscore Jinan's growing economic influence and its commitment to fostering a business-friendly environment across its districts.
