New express permits ease intercity moves for foreign talent

Shanghai issued its first work and residence permits for foreigners processed through a cross-provincial expedited service on June 10, marking a significant milestone in government service integration within the Yangtze River Delta region.

The first permits under this expedited process were issued to an employee at DNV (Det Norske Veritas), whose regional headquarters is based in Shanghai's Changning district.

Previously, foreign employees transferring between cities in China had to cancel their existing work and residence permits before reapplying in their new location — a procedure typically lasting between 30 and 45 days. During this interval, employees were unable to legally work or receive pay, causing significant inconvenience and dissatisfaction among foreign staff and disruption for employers.

To address this longstanding "identity gap", Changning district rapidly coordinated with talent and immigration departments across Shanghai and the provinces of Jiangsu, Zhejiang, and Anhui. Following rounds of focused consultations, authorities optimized application procedures and established an efficient, real-time interprovincial collaboration system.

This initiative has boosted satisfaction among foreign employees and strengthened the regional business environment.
