Xi'an promotes photovoltaic industry enhancement

The Xi'an municipal people's government has issued the "Implementation Plan for Supporting the Capacity Enhancement of the Photovoltaic Industrial Chain in Xi'an (2025-2027)", which promotes the sustainable development of the photovoltaic industry.

The plan aims to establish a world-class photovoltaic base by 2027, forming a comprehensive industrial chain that includes silicon wafer, battery, module, inverter, and hydrogen production equipment manufacturing.

Xi'an will focus on photovoltaic research and development, manufacturing, and application, promoting industrial transformation, accelerating technological upgrading, and expanding application scenarios.

The plan clarifies the work direction, key content, and main paths for enhancing the capacity of the photovoltaic industrial chain, and proposes specific goals in supporting capacity, technological innovation, and promotion effectiveness.

By 2027, the photovoltaic industry chain is expected to: reach 210 billion yuan ($29.16 billion) in revenue, with supporting industries' output value reaching 20 billion yuan; attract over 20 supporting enterprises with an average annual growth rate of over 20 percent; and implement more than 10 core technology research and development projects, maintaining a world leading level of industrial technological innovation.

The chain will also install 2 gigawatts of photovoltaic capacity, reaching an overall capacity of 4.3 GW, and enhance advantageous industries, with hopes of becoming the world's largest silicon wafer shipper.

The plan specifies key areas of work, including promoting industrial scale expansion, strengthening industrial chain supplementation, enhancing industrial coordinated development, and promoting industrial technological innovation.

Xi'an will support photovoltaic enterprises in establishing industry innovation centers along with universities and colleges, promoting enterprises to conduct core technology research and accelerate the development of pilot platforms for key products.
