Ordos unveils 13 new policies to boost culture and tourism

Ordos city has recently introduced 13 new measures to revitalize its cultural and tourism sectors. The initiatives focus on three main areas: stimulating the visitor market, unlocking cultural and tourism consumption potential, and enhancing promotion through new media.

The policies offer incentives across seven areas to strengthen the domestic tourism market, including group tours, charter flights, themed train tours, and inbound tourism. Organizations bringing overseas tourists to Ordos can receive subsidies of up to 200,000 yuan ($27,397).

Four key measures have been outlined to stimulate tourism spending. These include promoting nighttime cultural and tourism events, distributing travel vouchers, and supporting major events integrating culture, business, tourism, and sports.

For large-scale commercial performances such as top-tier concerts or music festivals, organizers can receive a 20 percent reward based on ticket revenue for events attracting over 5,000 attendees.

Ordos will allocate 10 million yuan annually to amplify online visibility and support content creation and distribution on platforms like Douyin, WeChat, and Xiaohongshu (RedNote). Influencers or content creators with over 3 million followers on a single platform – or a combined 10 million across platforms – can receive subsidies ranging from 200,000 to 800,000 yuan, provided their original cultural and tourism content reaches at least 600,000 interactions and 10 million views.

Additionally, the measures introduce a tiered reward system to encourage hosting high-quality sports events through market-driven initiatives.

International and intercontinental events may receive up to 30 percent of their investment costs as a subsidy, while national and regional events can receive 25 percent and 20 percent, respectively. Single-event rewards are capped at 6 million yuan.
