'Two-in-one' certificate reform for imported motor vehicles covers all ports in Shanghai

Shanghai has achieved full coverage of the "two-in-one" certificate reform for imported motor vehicles at its port. This reform integrates the Cargo Import Certificate and the Import Motor Vehicle Accompanying Inspection Sheet into a single document.

At the certificate issuance window of the Shanghai Waigaoqiao Port Area Customs, Huang Longwu, manager of the Shanghai logistics center of Beijing Mercedes-Benz Sales Service Co Ltd, recently expressed his surprise at how quickly they received the Cargo Import Certificate for 2,038 imported cars that had completed customs inspection. Within hours of receiving the application, customs completed the issuance of all certificates.

Since the pilot reform began in June 2023, Shanghai Customs has achieved a 99.9-percent coverage rate of the "two-in-one" certificate reform for imported motor vehicles, reaching 100 percent this September. By Oct 29, Shanghai Customs had issued 459,400 new Cargo Import Certificates, facilitating the smooth and efficient clearance of nearly 460,000 imported motor vehicles.

Companies have benefited greatly from this reform. It has shortened the time between import and sale, accelerated capital recovery, and reduced administrative and time costs. Due to the success of Shanghai's pilot experience, the "two-in-one" certificate reform was extended to Tianjin Port in July.
