Provisional Measures for Sanya City to Promote the Development of Headquarters Economy

According to the Provisional Measures, one percent of the newly settled multinational regional headquarters, comprehensive (regional) headquarters and headquarters with high growth with registered capital less than 50 million yuan will be subsidized.

Two percent of the subsidy will be given for activities exceeding 50 million yuan to 200 million yuan. For activities exceeding 200 million yuan, a subsidy of three percent will be given. The cumulative subsidy for the establishment of a headquarter enterprise shall not exceed 20 million yuan. International organizations (agency) regional headquarters that have settled for the first time will be given a subsidy of 2 million.

Sanya will reward headquarter enterprises from three aspects: basic contribution, step contribution and incremental contribution. Newly settled headquarter enterprises will be awarded 70 percent in the first three years and 40 percent in the second two years according to their annual financial contribution to Sanya in the year of identification. For the existing headquarter enterprises identified for the first time, 60 percent of the incremental contribution to Sanya’s local financial resources will be rewarded within five years from the date of identification.

In addition, Sanya will give subsidies to headquarter enterprises for renting and purchasing office space. 50 percent of the annual rent will be subsidized in the first three years and 30 percent of the annual rent will be subsidized in the second two years. The maximum amount of the annual subsidy shall not exceed 1.2 million yuan. 8 percent will be subsidized for purchasing according to the market guiding price, and the accumulative subsidy shall not exceed 20 million yuan.

Senior executives of headquarter enterprises and headquarters personnel of enterprises who are recognized as high-level talents in Sanya will be awarded 60 percent of their financial contribution to Sanya in the first three years and 40 percent in the second two years. Headquarter enterprises may also enjoy relevant talent service policies of Sanya, including settlement of high-level talents, medical treatment, children’s education, personnel files management, professional title and social security.

In addition to financial support and incentives, Sanya has actively built a good business environment. A green service window for headquarter enterprises has been set up in the Sanya Municipal Affairs Center, and headquarter enterprises can enjoy the whole process of administrative examination and approval procedures and priority services on the strength of identification documents. Sanya will provide policy support for new key enterprises introduced that play an important role in promoting the economic and social development of Sanya on the basis of “one project one discussion”.
