Approved by the State Council, WEPEC was jointly invested in by Chinese and French shareholders, becoming China's first large-scale Sino-foreign joint venture petrochemical enterprise. Founded in 1990, it had a total investment of 1.013 billion US dollars, having been fully operational by the end of 1997. It has an annual crude oil processing capacity of 10 million tons.
