COVID-19 rules for Spring Festival Travel in various locations (As of Feb 3, 2021)

To cope with the challenging situation of epidemic prevention and control, 31 provinces, municipalities and autonomous regions released rules for trans-provincial travel. People from different risk-level areas have to abide by the following requirements or possess the following materials when traveling to the indicated cities:

*Note: The following information is only for reference. For more details, please refer to the latest official releases.

*High-risk work mainly includes loading and unloading, handling and transport of imported goods (including cold chain food), port quarantine, border inspection and isolated cases transit.

To Beijing

From low-risk areas: a negative nucleic acid test report conducted within 7 days before arrival in Beijing, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days, which are required from Jan 28 to March 15. Those who stay in Beijing for less than 14 days shall take health monitoring and tests based on the actual time in Beijing. Returnees from low-risk areas in Hebei province and commuters from areas around Beijing shall abide by latest entry policies.

From medium or high-risk areas or areas under closed management: people for whom it is absolutely necessary to enter Beijing must obtain approval of local provincial epidemic prevention and control department and hold a negative nucleic acid test report conducted within 72 hours. Returnees from low-risk areas shall have isolated observation and nucleic acid tests in accordance with Beijing's epidemic prevention requirements if their place of residence is adjusted to a medium or high-risk area after entry to Beijing.

To Tianjin

From low-risk areas: (1)returnees from low-risk areas to rural areas, or those who are engaged in high-risk work: a negative nucleic acid test report conducted within 7 days. (2)other people from low-risk areas: a green health code, normal body temperature and properly maintain self-health management.

From medium-risk areas: people for whom it is absolutely necessary to enter Tianjin must obtain approval of local provincial epidemic prevention and control department and hold a negative nucleic acid test report conducted within 72 hours.

From low-risk areas in the administrative divisions where a medium or high-risk area is located: a negative nucleic acid test report conducted within 7 days.

All returnees should have a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days.

To Shijiazhuang, Hebei province

1. People from medium or high-risk areas should have a 14-day isolated observation, two nucleic acid tests, and one serum antibody test.

2. All vehicles entering and leaving Shijiazhuang should have traffic permits issued by the county or city or district epidemic prevention headquarters.

3. Interurban coaches to and from Shijiazhuang and Xingtai are temporarily out of service.

4. Returnees to Shijiazhuang are required to provide a community acceptance letter, a negative nucleic acid test result conducted within 72 hours, and register personal information.

To Taiyuan, Shanxi province

From low-risk areas: (1) people from low-risk areas outside Shanxi province to rural areas: a negative nucleic acid test report conducted within 7 days, report to their community in advance, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days; (2) people from low-risk are as in the administrative divisions where a medium or high-risk area is located or people engaged in high-risk work in and outside Shanxi provincea negative nucleic acid test report conducted within 7 days, properly maintain self-health management; (3) people from low-risk areas outside Shanxi province to urban areas and other people in the province except for those engaged in high-risk work: a green health code, normal body temperature and properly maintain self-health management.

*Measures for people from low-risk areas are valid from Jan 28 to March 8.

From medium-risk areas: a 14-day home quarantine during which two nucleic acid tests are required on the first and 14th days.

From high-risk areas: people from high-risk areas should suspend their visit to Shanxi province temporarily; those for whom a visit is absolutely necessary must have a 14-day isolated observation during which two nucleic acid tests are required on the first and 14th days.

To Hohhot, Inner Mongolia autonomous region

Returnees from low-risk areas to rural areas, including those across provinces, from low-risk areas in the administrative divisions where a medium or high-risk area is located, or who are engaged in high-risk work: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days. They must report to their community (village) or company (reserved hotel) 24 hours in advance by themselves or their relatives and friends before arrival in Hohhot; people unable to provide a report should immediately take a nucleic acid test in an eligible medical institution within 24 hours after arrival in Hohhot.

Returnees to urban areas can go to indicated sub-districts with a green health code.

From medium-risk areas: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring or isolated observation when the conditions for home observation can't be met, 2 nucleic acid tests required on the 7th and 14th days of observation; people unable to provide a report should immediately take a nucleic acid test after arrival in Hohhot.

People from or traveling to high-risk areas within 14 days: a 14-day isolated observation and medical observation, a 7-day home quarantine or isolated observation when the conditions for home observation can't be met, three nucleic acid tests, a serum antibody test and a 14-day health monitoring after quarantine.

To Shenyang, Liaoning province

From low-risk areas: a green health code; those from low-risk areas with confirmed or asymptomatic cases should provide a negative nucleic acid test report conducted within 7 days; people unable to provide a report should immediately take a nucleic acid test.

From medium or high-risk areas: a 14-day isolated observation, a nucleic acid test every 3 days during quarantine and 7 days of health monitoring in the community after quarantine.

To Changchun, Jilin province

From low-risk areas: a negative nucleic acid test report conducted within 3 days, a health code, signing a letter of commitment for epidemic prevention and control. Those who stay in Jilin province for less than 14 days shall take health monitoring and tests based on the actual time in Jilin.

From medium or high-risk areas: a 14-day isolated quarantine, 3 nucleic acid tests.

From low-risk areas in the administrative divisions where a medium or high-risk area is located: a nucleic acid test upon arrival, signing a letter of commitment for epidemic prevention and control, a 14-day home health monitoring during which a nucleic acid test is required every 7 days.

To Harbin, Heilongjiang province

From low-risk areas: a negative nucleic acid test report conducted within 7 days.

From medium or high-risk areas: report to their community (village) or company or the hotel they are staying at, a 14-day isolated medical observation, a 7-day community health management period, three nucleic acid tests.

To Shanghai

For people from or passing through medium-risk areas or the administrative divisions where a medium-risk area is located: a 14-day community health management, 2 nucleic acid tests.

For people from or passing through high-risk areas or the administrative divisions where a high-risk area is located, or areas under closed management: a 14-day isolated quarantine and observation, 2 nucleic acid tests.

*People coming from medium or high-risk areas have to report to the community or company or the hotel they are staying within 12 hours after arrival in Shanghai.

To Nanjing, Jiangsu province

From low-risk areas: maintain self-health management, have their body temperature measured twice a day; people returning to rural areas should report to the village committee they stay in on the arrival day.

From low-risk areas in the administrative divisions where a medium or high-risk area is located: have their body temperature measured twice a day, a negative nucleic acid test report conducted within 7 days; people unable to provide a report should immediately be transferred to designated service sites by tailored vehicle and take a nucleic acid test.

From medium or high-risk areas: people who have left the medium or high-risk areas for 14 days should take a nucleic acid test on the day of being traced and stay home for quarantine until they have been gone from the area for 28 days; returnees should have their body temperature measured twice a day and report to the community during quarantine, and take a nucleic acid test on the day quarantine ends. People who have been gone from one of the above areas for less than 14 days should have an isolated observation until they have been gone for 14 days, during which daily health monitoring and two nucleic acid tests are required. After isolated observation, people should have home quarantine until they have been gone for 28 days, take two nucleic acid tests on the 3rd and 14th days of home quarantine, have their body temperature measured twice a day and report to the community, and stay home as much as possible.

For people engaged in high-risk work such as loading, unloading, handling and transport of imported goods (including cold chain food): a negative nucleic acid test report conducted within 7 days, people unable to provide a report should immediately be transferred to designated service sites and take a nucleic acid test. Returnees should have a 14-day home quarantine and two nucleic acid tests on the 3rd and 14th days of the quarantine. Returnees should also have their body temperature measured twice a day, report to the community, and stay home as much as possible.

To Hangzhou, Zhejiang province

People from low-risk areas outside Zhejiang province to rural areas and engaged in high-risk work: a negative nucleic acid test report conducted within 7 days.

From medium-risk areas: a negative nucleic acid test report conducted within 3 days or a green health code containing a negative nucleic acid test result, people unable to provide a report should immediately take a nucleic acid test after arrival in Hangzhou; a 7-day home quarantine during which 2 nucleic acid tests are required, a 7-day daily health monitoring after which a nucleic acid test is required.

From high-risk areas: a negative nucleic acid test report conducted within 3 days or a green health code containing a negative nucleic acid test result, people unable to provide a report should immediately take a nucleic acid test after arrival in Hangzhou. a 14-day isolated or home observation during which 2 nucleic acid tests are required, and a 7-day daily health monitoring after which one nucleic acid test is required.

*People who have left the medium or high-risk areas for less than 28 days should have enough isolated observation or home quarantine or daily health monitoring, after which a nucleic acid test is required.

To Hefei, Anhui province

From low-risk areas: a negative nucleic acid test report conducted within 3 days for those coming from low-risk areas in cities with subordinate districts or subordinate districts of municipalities directly under the central government with locally transmitted confirmed cases; a negative nucleic acid test report conducted within 7 days for those coming from those areas without locally transmitted confirmed cases, a health code and report to their community immediately.

From medium-risk areas: report to the community within 6 hours after arrival in Hefei, a 14-day community health management, two nucleic acid tests.

From high-risk areas: report to the community within 6 hours after arrival in Hefei, a 14-day isolated health observation, two nucleic acid tests.

To Fuzhou, Fujian province

For people who have visited Shijiazhuang in Hebei province since Jan 4 and Limin Economic Development Zone and Daoli district of Harbin in Heilongjiang province since Jan 8: report to their community (village), company or hotel and take a nucleic acid test immediately. People from low-risk areas in Hebei and Heilongjiang provinces would better take the initiative to take a nucleic acid test in designated medical institutions.

Returnees from Hebei province since Jan 8 and those from Limin Economic Development Zone and Daoli district of Harbin in Heilongjiang province since Jan22: a negative nucleic acid test report conducted within 7 days. Those from Xinle city in Shijiazhuang, Hebei province, Limin and Xinhua sub-districts in Harbin, Heilongjiang province should have isolated observation in accordance with local policy.

To Nanchang, Jiangxi province

From low-risk areas: a negative nucleic acid test report conducted within 7 days, report to their community or company 24 hours in advance, maintain self-health management.

From medium-risk areas: a negative nucleic acid test report conducted within 7 days, report to their community or company 24 hours in advance, a 7-day home quarantine.

From high-risk areas: a negative nucleic acid test report conducted within 7 days, report to their community 24 hours in advance, a 7-day isolated observation and a 7-day home health monitoring.

To Jinan, Shandong province

People engaged in high-risk work from low-risk areas, returnees to rural areas across provinces or cities: a negative nucleic acid test report conducted within 7 days.

From medium or high-risk areas: people for whom it is absolutely necessary to enter Jinan must obtain approval of the local provincial epidemic prevention and control department and hold a negative nucleic acid test report conducted within 72 hours.

From low-risk areas in the administrative divisions where a medium or high-risk area is located: a negative nucleic acid test report conducted within 7 days.

Others:a green health code.

To Zhengzhou, Henan province

Returnees from low-risk areas outside Zhengzhou to Zhengzhou's urban areas: a green health code.

Returnees engaged in high-risk work from low-risk areas outside Zhengzhou to Zhengzhou's urban areas: a negative nucleic acid test report conducted within 7 days, a green health code.

From medium or high-risk areas: a 14-day isolated observation, two nucleic acid tests, one serum antibody test; those who have left medium or high-risk areas for less than 14 days should have home quarantine and nucleic acid tests until they have been away from the area for 14 days.

Returnees from low-risk areas outside Henan province to Zhengzhou's rural areas and returnees engaged in high-risk work in Henan province: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring, a nucleic acid test every 7 days during monitoring period.

To Wuhan, Hubei province

For non-focus groups who travel to Hubei's urban areas from low-risk areas outside the province, and non-focus groups traveling to rural areas from a place in the province: a green health code.

For people from low-risk areas outside Hubei province returning to rural areas or focus groups traveling across provinces and cities: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days.

For people from medium or high-risk areas: a 14-day isolated observation or home health monitoring until they have been outside the local area for 14 days, during which two nucleic acid tests and one antibody test are required; those who have been outside the area for more than 14 days should have health monitoring in the community, during which one nucleic acid test and one antibody test are required.

*According to Hubei provincial command office of COVID-19 prevention and control, focus groups include medical staff and employees of fever clinics and designated hospitals, people engaged in port quarantine, border inspection and having direct contact with imported goods, employees of venues for isolated observation, people engaged in loading and unloading, handling and transport of imported cold chain goods, employees of supervision venues, welfare institutions and nursing institutions for the aged, people working at farmer's markets and on public transportation.

To Changsha, Hunan province

People from low-risk areasoutside Hunan province, the cities or prefectures where amediumor high-risk area is located and those engaged in high-risk work in Hunan province: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring during which a nucleic acid test is required every 7 days.

From medium-risk areas: people for whom it is absolutely necessary to enter Changsha must obtain approval from the local epidemic prevention and control department and hold a negative nucleic acid test report conducted within 72 hours; people unable to provide a report should immediately take a nucleic acid test and stay isolated until the result is issued.

From high-risk areas: a 14-day isolated observation, two nucleic acid tests.

To Guangzhou, Guangdong province

From medium-risk areas: a negative nucleic acid test report conducted within 7 days, report to their village committee or company or the hotel within 12 hours , a 14-day home health monitoring or isolated observation when the conditions for home observation can't be met during which two nucleic acid tests are required on the first and 14th days.

From high-risk areasorareas under closed management: a negative nucleic acid test report conducted within 7 days, a 14-day isolated observation and medical observation at their own expense during which three nucleic acid tests are required on the first, 7th and 14th days.

For people from outside Guangdong province and people engaged in high-risk work returning to Guangzhou's rural areas: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring during which a nucleic acid test is required every 7 days.

To Nanning, Guangxi Zhuang autonomous region

From low-risk areas: green health codes of Guangxi and the place they are coming from, no travel to medium or high-risk areas within 14 days.

From medium-risk areas: a negative nucleic acid test report conducted within 7 days or a green health code containing a negative nucleic acid test result, a 14-day home medical observation, three negative nucleic acid tests, report to the village committee 24 hours in advance.

From high-risk areas: a negative nucleic acid test report conducted within 7 days or a green health code containing a negative nucleic acid test result, a 14-day isolated medical observation, three negative nucleic acid tests, report to the village committee 24 hours in advance.

To Haikou, Hainan province

From low-risk areas: a negative nucleic acid test report conducted within 7 days, people unable to provide a report should immediately take a nucleic acid test at the entry port, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days.

From medium-risk areas: a negative nucleic acid test report conducted within 7 days, people unable to provide a test report should immediately take a nucleic acid test at their expense at the entry port and stay there until the result is issued, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days.

From high-risk areas: a 14-day isolated observation during which two nucleic acid tests are required at their own expense on the 1st and 13th days. People from high-risk areas should stay where they are during the Spring Festival travel rush.

To Chongqing

From low-risk areas: returnees to urban areas should have a green health code, report to the community and follow the arrangement of community staff; returnees to rural areas should hold a negative nucleic acid test report conducted within 7 days or a green health code containing a negative nucleic acid test result, a 14-day home health monitoring and two nucleic acid tests.

From medium-risk areas: people with a negative nucleic acid test report conducted within 3 days should have a 14-day community health management period and a nucleic acid test; people unable to provide a report should undergo a 14-day isolated quarantine and take two nucleic acid tests.

From high-risk areas: a 14-day isolated quarantine and two nucleic acid tests.

*Measures for returnees from low-risk areas to Chongqing's rural areas are valid from Jan 28 to March 8.

To Chengdu, Sichuan province

From medium or high-risk areas: a 14-day isolated observation, at least two nucleic acid tests. Parallel testing, which refers to nucleic acid tests conducted by two testing organizations or with two reagents, are required before the removal of isolated quarantine.

For people from cities with subordinate districts involved in medium or high-risk areasandengaged in high-risk workfromlow-risk areas: a negative nucleic acid test report conducted within 7 days.

To Guiyang, Guizhou province

For people from low-risk areas in the cities or prefectures where a medium or high-risk area is located: take a nucleic acid test in Guizhou province.

For people from medium orhigh-risk areas or having had close contacts with confirmed or asymptomatic cases: a 14-day isolated quarantine, a 14-day home health monitoring and five nucleic acid tests.

To Kunming, Yunnan province

From low-risk areas: a negative nucleic acid test report conducted within 7 days; people unable to provide a report should immediately take a nucleic acid test within 24 hours after arrival in Kunming and accept tracking and monitoring by relevant community (village).

From medium-risk areas: a 14-day home quarantine and medical observation during which two nucleic acid tests are required.

From high-risk areas: a 14-day isolated observation during which three nucleic acid tests are required, followed by a 14-day home quarantine during which a nucleic acid test is required.

To Xi'an, Shaanxi province

From low-risk areas: a green health code.

For people engaged in high-risk work from low-risk areas and trans-provincial returnees to rural areas: a negative nucleic acid test report conducted within 7 days, report to local village committee in advance.

From medium or high-risk areas: people for whom it is absolutely necessary to enter Shaanxi province must obtain approval of local epidemic prevention and control department and hold a negative nucleic acid test report conducted within 72 hours.

For people from the administrative divisions where a medium or high-risk area is located: a negative nucleic acid test report conducted within 7 days.

To Lanzhou, Gansu province

From low-risk areas: a green health code; people engaged in high-risk work must hold a negative nucleic acid test report conducted within 7 days.

From medium-risk areas: a green health code, a negative nucleic acid test report conducted within 72 hours, a 14-day home health monitoring during which a nucleic acid test is required.

From high-risk areas: a 14-day isolated observation during which at least two nucleic acid tests are required.

To Xining, Qinghai province

From low-risk areas: a negative nucleic acid test report conducted within 7 days, and a home health monitoring.

From medium-risk areas: a 14-day home quarantine during which two nucleic acid tests are required.

From high-risk areas: a 14-day isolated observation, followed by a 7-day home quarantine during which three nucleic acid tests are required on the 1st, 14th and 21st day of the whole process.

To Yinchuan, Ningxia Hui autonomous region

For returnees to rural areas outside Ningxia Hui autonomous regionpeople from the administrative divisions where a medium  or high-risk area is located and people who engaged in high-risk work: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days. Above requirements are implemented from Jan 28 to March 8.

To Urumqi, Xinjiang Uygur autonomous region

From administrative divisions in Xinjiang Uygur autonomous region and low-risk areas outside Xinjiang Uygur autonomous region: passing code of Xinjiang Uygur autonomous region, a green health code; a negative nucleic acid test report conducted within 7 days is preferred.

From areas in HeilongjiangJilinLiaoning and Hebei provinces, Daxing and Shunyi districtin Beijing, Huangpu district in Shanghai: isolated observation is required after a nucleic acid test.

From Beijing (excluding Daxing and Shunyi district) and Shanghai (excluding Huangpu district): a nucleic acid test after arrival and home quarantine are required. Those without a fixed residence should quarantine at hotels.

For returnees to rural areas outside Xinjiangpeople from medium and high-risk areas in Xinjiang and people engaged in high-risk work: report to the local community in advance, a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days.

*Negative nucleic acid test reports are required from Jan 28 to March 8.

To Lhasa, Tibet autonomous region

For trans-provincial returnees to rural areas, people from the administrative divisions where a medium or high-risk area is located and those engaged in high-risk work in the Tibet autonomous region: a negative nucleic acid test report conducted within 7 days, a 14-day home health monitoring during which two nucleic acid tests are required on the 7th and 14th days.

*Negative nucleic acid test reports are required from Jan 28 to March 8.
