Statistics show that Singapore's bonded bunker fuel consumption saw a year-on-year decrease of 8 percent in the first four months of the year, while Zhoushan saw a 15 percent increase.
Industry insiders say that Singapore will continue as a refueling hub of high-sulphur fuel in the future while Zhoushan is expected to become a refueling hub of low-sulphur fuel if appropriate policies can be implemented.
