Shanxi accelerates new industrialization

Shanxi is set to accelerate its new industrialization during the 15th Five-Year Plan period (2026-30) by focusing on energy transformation, industrial upgrading, and diversified development, with a commitment to intelligent, green, and integrated development pathways, aiming to optimize traditional industries while nurturing emerging and future sectors.

Shanxi plans to strengthen its technology innovation ecosystem by developing a tiered cultivation system for tech enterprises and encouraging increased R&D investment to foster new technologies and products. The province will also expedite the establishment of enterprise technology centers and manufacturing innovation hubs, forming collaborative innovation networks.

By 2030, Shanxi aims to cultivate 120 advanced smart factories, help enterprises build integrated digital platforms and high-standard digital parks, and establish 30 key industrial internet platforms.

To improve carbon efficiency, the province will establish digital energy and carbon management centers and build a green manufacturing system with a dynamic three-tier cultivation mechanism, fostering green factories, parks, and zero-carbon facilities.

Shanxi will also promote the integration of primary, secondary, and tertiary industries, focusing on agricultural machinery and deep processing of agricultural products to extend manufacturing chains and enhance service-oriented manufacturing. Efforts will integrate industrialization with urbanization, using specialized towns to drive high-quality county-level economic growth.

Support for small and medium-sized enterprises (SMEs) will be strengthened by building mechanisms to promote their specialized and innovative development, alongside establishing public service platforms for SMEs.
