Xi'an issued work plans to improve the city's tourism environment on Sept 2, aiming to accelerate the development of a world‑class tourist destination and boost consumption among tourists.
The plans focus on catering, accommodation, transportation, sightseeing, shopping, and entertainment, with the goal of improving Xi'an's tourism environment, service standards, and brand influence.
Xi'an will improve business practices across the sector, raise service quality and improve the dining experience. It will also diversify dining options and encourage spending in related sectors, strengthening the catering sector's contribution to consumer spending.
Dynamic supervision over rating grades will be strengthened. Systems for qualification review, rectification and improvement, grade adjustment, and delisting will be refined for star‑rated hotels and graded homestays to advance intelligent upgrading and quality‑oriented renovation of accommodation facilities.
Transportation networks will be strengthened through the integration of tourist‑shuttle services at scenic spots, sightseeing bus routes, public transport, and shared‑mobility resources.
The city will tap into its rich historical and cultural heritage and develop influential local performing arts brands. It will also explore new ways to bring intangible cultural heritage (ICH) to life and introduce representative ICH projects at scenic areas, commercial districts and cultural tourism complexes.
A comprehensive supervision system for the tourism market will also be established to fulfill comprehensive regulatory duties and safeguard the legitimate rights and interests of tourists and tourism workers.
