Jilin maps out opening-up goals for 15th Five-Year Plan

Northeast China's Jilin province has unveiled its key priorities for the 15th Five-Year Plan (2026-30), outlining strategies to strengthen technological innovation, expand opening-up, and improve people-to-people exchanges as part of its high-quality development drive.

The province will accelerate the development of modern industries with local characteristics, including green energy, hydrogen, optoelectronic information, advanced materials, and aerospace technologies. It aims to deepen the integration of scientific research and industrial innovation by improving the transformation of technology into products and industrial applications.

Jilin will continue to expand its role as an important gateway in Northeast Asia, with plans to enhance China-Europe freight train services, sea-rail intermodal transport, and cross-border logistics channels, while deepening cooperation with countries and regions involved in the Belt and Road Initiative and neighboring countries. The province will also further strengthen international collaboration in industry, trade, and science.

Human-centered development and cultural exchange were also highlighted, with plans to improve healthcare, education, and public services, while continuing to promote winter sports, tourism, and international events. The Changchun 2027 Winter Universiade will also help boost global cultural and sports exchanges and further raise the international profile of Jilin's ice-and-snow economy.

The province has emphasized coordinated regional development, with the Changchun modern metropolitan area expected to become a new engine for innovation, talent attraction, and international cooperation.
