Hohhot makes significant progress in building law-based society

From being recognized as an autonomous region-level model city for the development of a law-based government in 2023 to being honored as a national-level such model city in 2025, Hohhot has made significant progress in building a law-based society.

Hohhot joined the Beijing-Tianjin-Hebei city cluster in 2025, enabling cross-regional processing of 264 items. Meanwhile, the utilization rate of online government services reached 93.84 percent.

In 2025, inspections involving enterprises in Hohhot decreased by 31.17 percent year-on-year, while the number of penalties dropped by 35.97 percent. The total amount of fines and confiscations also saw a significant decline, decreasing by 52.40 percent compared to the previous year.

Hohhot promoted the physical operation of 94 mediation centers and integrated 84 industry-specific mediation organizations, with 423 mediation resources fully embedded in county and township-level comprehensive governance centers. In 2025, 8,949 disputes were successfully mediated, with a success rate of 99.4 percent.

Online, the "Hohhot Judicial Access" platform extended its reach to 1,417 villages or communities across the city's nine banners and districts, serving the public 125,000 times.

The Saihan district court established a "three stations and two centers" working mechanism, transforming issues identified in judicial trials into suggestions and proposals for deputies to the National People's Congress and members of the Chinese People's Political Consultative Conference.

In 2025, Hohhot formulated and amended 15 local regulations and four government rules, conducting special clean-ups in areas such as support for private enterprises and ecological protection.
