Jining is creating a leading business environment in China, improving efficiency and enhancing execution. The city has guaranteed that what is said works, that what is set is done immediately and that things are done on time. Jining is promoting doing all things in one go. Jining has established a so-called "1128" working mechanism, which means that business startups and real estate registration will be completed in one working day, project approval will be completed in 28 working days, and the whole process of investment projects from land approval to construction will not exceed 80 days.

Jining has pressed ahead with reforms to streamline administration and delegate power, improve regulation, upgrade services, pushed forward reform of the institutional mechanisms of the development zone, and regards the business environment as the most important factor in productivity.

Jining has established a long-term mechanism to help private enterprises solve their problems, and built a platform for people to be able to access more government services via a single website. The city is exploring the establishment of a full life-cycle service system for enterprises in a bid to provide better services.

Jining has launched 100 items which can be approved in seconds. Business startups take just one day. The electronic rate of transactions has reached 95 percent.

New service centers were opened at city and county levels, achieving one-day processing for business startups and real estate registrations.
